(A) Council hereby approves a leaf drop-off program for city residents. Council, through the budgetary process, shall appropriate money each year to fund the city leaf drop-off program.
(B) Participation in the program will be voluntary at the centrally located site on four consecutive Saturdays commencing the last Saturday of October, from 9:00 a.m. to 4:00 p.m.
(C) The Director Public Service is hereby authorized to utilize Highway Department workers already scheduled to work on Saturdays to help hold costs of the leaf drop-off program to a minimum.
(D) Leaves deposited during the program shall be taken by the Department of Public Service to an appropriate depository.
