Industrial, commercial or individual producers of refuse may transport such refuse through the streets of the city; provided that the conveying of such refuse is made in trucks or vehicles so constructed as to prevent the leakage or scattering of the contents thereof; and provided, further, that the ultimate disposal of said refuse is made without violating any other provision of this chapter.
