As used in this chapter, unless the context clearly indicates or requires a different meaning:
   (a)   "Cardboard" means paper board and corrugated material.
   (b)   "Composting" means the controlled biological decomposition of yard and garden wastes under aerobic conditions.
   (c)   "Curbside" means close to the traveled portion of the street or roadway, but in such a manner as to avoid interference with the safe and free flow of pedestrian and vehicular traffic.
   (d)   "Curbside recycling container" means a storage unit in which recyclable materials are placed for collection.
   (e)   "Garbage" means the matter, substance or waste resulting from the growing, handling, storage, preparation, cooking and/or consumption of food, including fat and bones, fowl, fish, fruits and vegetables.
   (f)   "Glass food and beverage container" means any glass bottle or jar used to package food or beverage products.
   (g)   "Hazardous waste" means those substances which, singularly or in combination, pose a significant present or potential threat or hazard to human health or to the environment and require special handling, processing or disposal because they may be flammable, explosive, reactive, corrosive, toxic, carcinogenic, poisonous or persistent in nature, potentially lethal, an irritant or a strong sensitizer. Hazardous waste may not be disposed of as refuse, but must be taken to a proper authority that may dispose of or recycle such material.
   (h)   "Household hazardous waste" means any hazardous materials contained in commonly used household products often found in residences. Common items are motor oil, car batteries, paint and paint thinners, etc.
   (i)   "Industrial waste" means solid, liquid or gaseous by-products of commercial, manufacturing or service activities which must be recycled or disposed of in accordance with commercial regulations.
   (j)   "Junk" means items that have fallen into disuse or disrepair.
   (k)   "Multiple family dwelling" means the grouping together under a common roof of two or three residential units.
   (l)   "Newspaper" means used or discarded newsprint, not including glossy inserts.
   (m)   "Nonsource-separated" means recyclable materials that are separated from refuse at the recycling facility.
   (n)   "Office paper" means used computer forms, used copier paper, used typing paper, used graphic paper and stationery.
   (o)   "Plastic container" means only PET/HDPE number 1 or 2 bottles, jugs or other containers.
   (p)   "Recyclable material" means cardboard, glass food and beverage containers, newspaper, office paper and PET/HDPE plastic containers.
   (q)   "Recycle rate" means the percentage of all solid waste collected, either recyclable material or yard waste.
   (r)   "Recycling facility" means a facility for the collection, sorting, processing, transfer or sale of recyclable materials for the purpose of reclaiming material therefrom.
   (s)   "Refuse" means and includes all waste or offal of fish, fowl and fruit, vegetable and animal matter resulting from the preparation of food for human consumption, leaves, lawn and hedge trimmings, paper, magazines, barrels, boxes, baskets, discarded rags, mattresses, furniture, shoe leather, carpets, scrap metals, broken dishes and glassware, tin cans and other discarded household materials of a similar nature. The word "refuse" shall not include such material as broken or whole bricks or cement, wood ashes, stone, gravel, cinders, asphalt, earth or large household appliances, such as stoves, refrigerators, etc.
   (t)   "Residential" means single-family and multiple-family dwellings.
   (u)   "Residential unit" means the place of abode of a person or persons living separately or together as a family.
   (v)   "Rubbish" means nonputrescible solid wastes consisting of both combustible or noncombustible wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding, crockery and similar materials.
   (w)   "Solid waste management plan" shall be the plans prepared and implemented by the Director of Public Service in compliance with State House Bill No. 592 and in accordance with the State of Ohio Environmental Protection Agency (OEPA) regulations.
   (x)   "Source-separated" means sorting of recyclables from single and multiple-family residences into a recycling container, separate from refuse, for the refuse hauler pick-up.
   (y)   "Yard waste" means leaves, grass clippings, weeds, brush and other vegetation.
