Council hereby confirms the Economic Development and Community Improvement Corporation’s Plan of Industrial, Commercial, Distribution and Research Development for the city (hereinafter called the “plan”), which plan was prepared and submitted to Council by said Corporation, and which plan is the agreement which the Mayor is hereinafter authorized to enter into on behalf of the city with said Corporation.
