(A) There is hereby established the position of City Engineer for the purpose of hiring an engineer on Council’s staff. The City Engineer is an administrative director position created pursuant to § 6.2 of the Charter. The City Engineer will report to the Mayor and will perform the duties and meet the qualifications set forth in divisions (C) through (E) of this section.
(B) The City Engineer shall be appointed by the Mayor with the approval of a two-thirds vote of the members of Council. Compensation shall be as established from time to time by Council.
(C) The City Engineer shall direct and administer all operations of the Department of Engineering in connection with the review, design, maintenance, construction and accomplishment of public works improvements. The City Engineer shall review and assist in the enforcement of criteria for subdivision proposals and site plans.
(D) Responsibilities of the City Engineer shall include the following:
(1) Develop preliminary engineering and cost estimates for public improvement projects;
(2) Establish criteria for design and construction of public works improvements;
(3) Prepare specifications to obtain bids for construction of projects, work with contractors in performance of projects, approve estimates, change orders and release of retainers, and recommend contract awards;
(4) Review subdivision plans and multi-family site plans and provide written comments/reports to the Planning Director;
(5) Assist and work in conjunction with the Planning Department in the maintenance of construction drawings and other improvement plans, maps and files for the city;
(6) Work in conjunction with the Planning Director and the Director of Public Service to prioritize, estimate and implement capital improvement projects; and
(7) Direct and supervise engineering staff for field inspection and design work.
(E) (1) The City Engineer must have a knowledge of principles and practices of municipal engineering, demonstrated by the attainment of a Bachelor’s Degree in Civil Engineering. He or she shall have a minimum of three years of experience as an engineer. He or she is required to possess a license to practice as a registered professional engineer in the state. A professional survey (P.S.) designation is beneficial, but is not required.
(2) General administrative skills and abilities are required.
(3) Good interpersonal skills, and good oral and written communications skills, including the ability to prepare and explain written reports to the Mayor, Council, boards and commissions, and the general public are required.
(4) Computer skills are desired, primarily current CADD programs or GIS systems to complement design and map management skills.
(5) The ability to work with the Mayor, Council and directors, to implement projects beneficial to the city, is required.
