(A) No person shall dig, trench, excavate, grade, tunnel, cut an existing curb or do any other work in, over or under any public street, avenue, alley, lane, sidewalk or public grounds in the city without first obtaining the proper permit therefor from the Director of Public Service or his or her appointee.
(B) A driveway culvert permit must be obtained prior to application for a zoning permit for new construction which will require construction of a driveway to access any public road with roadside ditches.
(C) No permit shall be required of any person performing work for or under contract with the city or performing work on a new allotment or site improvement shown on the plans and specifications approved by the city under the provisions of the subdivision regulations of the city.
