(A) All city employees who drive or ride in city- or privately-owned vehicles on official travel status shall utilize the complete occupant restraint systems provided in said vehicles.
(B) The appropriate appointing authorities shall take the actions necessary to ensure that their employees utilize occupant restraint systems while on official travel status.
