§ 72.75  PERMIT REQUIRED.
   (A)   No person shall drive or propel or cause to be driven or propelled, a motor vehicle along or over any park road or any other portion of the park, unless an annual motor vehicle permit or a daily motor vehicle permit, valid under the provisions of this section, has been procured and affixed to the windshield in accordance with instruction on the decal. An annual permit may not be affixed in a temporary manner.
   (B)   The fee for the annual motor vehicle permit shall be determined by the Board of Park Commissioners. The annual motor vehicle permit will admit the motor vehicle to any park, as often as desired, during the calendar year for which the permit is issued. All permits expire on December 31 of the year for which they are dated.
   (C)   The fee for the daily motor vehicle permit shall be determined by the Board of Park Commissioners. The daily motor vehicle permit will admit a motor vehicle to any park on the day for which the permit has been issued as often as desired during the hours the park is open.
   (D)   No annual or daily motor vehicle permit shall be required for emergency vehicles, governmentally owned and operated vehicles, privately owned vehicles used on park business, or others with written permission from the Board. Certain areas of the park may be declared exempt from the requirement of this law by official action of the Board for a specified day or days or portion of a day or days for park-sponsored events provided for and open to the public.
   (E)   An annual or daily motor vehicle permit is not transferable. A replacement permit may be issued for an annual motor vehicle permit which needs replacing because of damage due to an accident. When a motor vehicle is exchanged, a replacement permit may be purchased for display on the newly acquired vehicle. In either of these cases, satisfactory proof of possession of previous valid permit must be shown by presenting the scraped off portion or portions of the old permit. The permit is not valid unless affixed to the windshield in accordance with the instructions on the permit. The fee for the replacement permit shall be determined by the Board of Park Commissioners.
   (F)   The requirements of this section apply only to the entry of motor vehicles into the park and do not obviate the necessity of obtaining additional permits for services or facilities as are otherwise required by the Board.
   (G)   A permit does not assure entry to any park or portion thereof that may be temporarily closed by the Board for any reason or where motor vehicles are otherwise prohibited.
   (H)   Where a motor vehicle is found parked within the confines of the park without the required annual or daily motor vehicle permit affixed to the windshield, the registration plate displayed on the vehicle shall constitute prima facie evidence that the owner of the vehicle was the person who parked or placed it at the location where found.
