§ 92.13 CONSUMER DISPLAYS.
   (A)   Each consumer display shall be handled by a competent individual who has received training from a consumer fireworks training class approved by the Office of the State Fire Marshal. Applications for consumer display permits shall be made to the Office of the State Fire Marshal, pursuant to the provisions of 425 ILCS 35/2.2 or pursuant to division (B) of this section, set forth below. Consumer display permits are non-transferrable.
   (B)   All consumer displays of fireworks must be in compliance with the provisions of Section 2.2 of the Illinois Pyrotechnic Use Act, 425 ILCS 35/2.2, including the requirement that applications for consumer display permits shall be made in writing at least 15 days in advance of the date of the display, unless agreed to otherwise by the Mayor and the Chief of the Little Wabash Fire Protection District. After a permit has been granted, sales, possession, use, and distribution of consumer fireworks display shall be lawful for that purpose only. No permit granted pursuant to the state statutes shall be transferrable. The city may conduct a criminal background check of the applicant as a condition of the issuing of a permit for consumer displays.
   (C)   A permit shall be issued only after inspection of the display site by the Fire Chief of the Little Wabash Fire Protection District, or his or her designee, to determine that the display is in full compliance with the rules adopted by the State Fire Marshal.
   (D)   The application for a permit to display consumer fireworks shall contain identifying information for the person sponsoring the display, the exact location of the display, proof that the location has been authorized in writing by the owner of the location property, the exact date and time of the display, and identifying information for the consumer operator handling the display who shall have received training from a consumer fireworks training class approved by the State Fire Marshal and who shall have a valid training certification card to possess consumer fireworks.
   (E)   The application shall be accompanied by a certificate of insurance from an insurance company licensed to do business in the State of Illinois evidencing a minimum of $1,000,000 in liability coverage.
   (F)   The application shall be subject to approval by the Mayor.
   (G)   The applicant shall also be subject to a criminal background check as a condition of issuing a permit.
   (H)   After the permit has been granted, the possession, use, and display of consumer fireworks shall be lawful for that purpose only. No permit granted hereunder shall be transferrable.
   (I)   Applicant shall pay a fee in the amount of $25.
   (J)   Provided that the application requirements have been met by the applicant, a permit to display consumer fireworks shall be issued by the Mayor.
