(A) Creation of office. There is hereby created the Office of City Administrator of the City of Grayville. This office, with its functions, duties and responsibilities, shall be held by one person known as the City Administrator. He or she shall be the Administrative Officer of the City of Grayville.
(B) Appointment; term; supervision by Council. The Mayor, by and with the advice and consent of the City Council, shall appoint the City Administrator, to serve at the pleasure of the Mayor and the Council. He or she shall be under the supervision of the Council in all matters pertaining to the general management of the city.
(C) Qualifications. The City Administrator shall be a qualified public administrator, who shall have adequate training and experience in financial management.
(D) Supervisory duties generally. The City Administrator shall have charge of and supervision over all officers and employees of the city. He or she shall keep or supervise the keeping of all records, shall oversee the enforcement of the ordinances, and shall see to the enforcement of all contracts to which the city is a party. He or she shall keep the Mayor and the City Council informed at all times concerning the progress of both departmental and general city affairs. He or she shall, when necessary, make recommendations to the Mayor and Council for the improving of the operations of the city.
(E) Relation to department heads. The City Administrator, under the supervision of the City Council, shall direct all department heads in the day-to-day performance of their duties. The department heads shall report to the Administrative Assistant and shall keep him or her informed at all times of the status of department operations. The City Administrator shall be responsible for the management, scheduling, and discipline of all city employees.
(F) As purchasing agent and budget officer. The City Administrator shall be the purchasing agent and budget officer for the city, under the supervision of the City Council, shall make all purchases for the city. He or she is hereby authorized to make such purchases as he or she deems necessary for the operation of the city not to exceed $500. He or she is directed to set up a central purchasing system in accordance with good established municipal practices.
(G) As personnel officer. The City Administrator shall be personnel officer of the city. Under the supervision of the City Council, he or she shall administer personnel policy as established by the Council, and shall from time to time make recommendations to the Council for the improvement of the city’s personnel practices.
(H) Attendance at Council meetings. The City Administrator shall attend all City Council meetings, regular and special, and be prepared at all times to inform the Mayor and Council concerning details of the city’s administration.
(I) Fiscal duties. Under the direction of the Mayor and the Council and in the name of the Mayor, the City Administrator shall:
(1) Before the beginning of each fiscal year, and not later than one month after that date, submit an annual operation budget, a capital program, and a capital budget to the Council for its consideration and adoption.
(2) Prepare or supervise the preparation of monthly reports on the financial operation of the city.
(3) Withhold approval of any spending program of any department office, division, board or commission if such program would seem to endanger the city’s financial integrity, or would seem to violate any ordinance or statute. Whenever such approval is withheld, the City Administrator shall immediately submit the reasons for his or her actions to the Mayor and Council.
(4) Require the heads of all departments, offices, boards, commissions and other operating agencies to submit estimates to his or her office of the financial requirements of those agencies for the next ensuing year, for use in creating the annual budget. The budget shall be submitted by the first day of April of each year. During the ensuing 30 days, the City Administrator shall consult with the Mayor, Treasurer, and the various Commissioners on the budget, and shall hold public hearings on the budget, with agency heads concerned, in attendance.
(J) Reports. The City Administrator shall make periodic reports, with such recommendations as he or she deems appropriate, to the Mayor and the City Council concerning the administrative management of all departments, boards, commissions, and agencies of the city.
