Any person, company, corporation or entity owning real estate within the corporate limits of the city shall obtain a written permit from the Streets and Alleys Commissioner or the Superintendent of Streets and Alleys prior to installing a culvert within any ditch running along platted streets and/or alleys within the city. The culvert must be of such material and diameter as to effectively handle the flow of water running through it, consistent with the width and depth of the ditch in which the culvert is installed.
