It shall be unlawful for any person to deposit in any manner on any sidewalk, street, alley or other public way leaves, grass, ashes, paper, refuse, dirt, garbage, brush, or any other material which may cause injury to any person or which may be harmful to any other person's property, the pavement, sewers or public property.
