Any person, company or corporation shall obtain a written permit signed by the Street and Alley Commissioner or the Superintendent of Streets and Alleys prior to obstructing any sidewalk, street, alley or other public way, except as necessary for compliance with § 94.17. Such permit shall state definite dates for the erection and the removal of the obstruction.
