Any person, company or corporation having dug into or disturbing the surface and or bed of any sidewalk, street, alley or other public way which has either been graveled or paved, shall fully restore such public way to its pre-existing condition before it was so disturbed, at his own expense. If necessary, such restoration shall continue from time to time until the surface and bed have settled and deterioration caused by the disturbance has ceased.
