   (B)   (1)   Any person violating any of the provisions of this table or failing to comply with any provision thereof, except pertaining to Illinois Route 1, shall be subject to a penalty of not less than $1 nor more than $200 and costs.

      (2)   Any person who violates the parking provision pertaining to Illinois Route 1 is guilty of a misdemeanor and on conviction thereof shall be punished by a fine of not less than $50 nor more than $200 for each offense.
