   (C)   Bulk water (per 1,000 gallons): $1.70.

   (D)   Beginning on May 1, 2017, and on the first day of May of each year thereafter, unless otherwise agreed by a majority vote of the City Council, the city's water rates shall increase by 2% over the previous year's rates.
