(A) A debt service charge of $ per or a debt service charge of per 1,000 gallons, to each user of the wastewater facility of the city is hereby established.
(B) A capital improvement charge will be levied on all users as a charge of $ per 1000 gallons, or a fixed charge of per month, to provide funds for extension, improvement or reconstruction of the sewage treatment works.
