It shall not be permissible for the sale activity to create any traffic hazards, including the blocking of the flow of the area. It shall be the responsibility of the operator(s) or sponsor(s) of the sale to keep congestion to a minimum, and to ensure surrounding property owners and residents are minimally inconvenienced by excess noise or by restrictions to the access or egress of their property.
