No person shall hereinafter act as an outdoor vendor or carry on the business of vending outdoors within three (3) city blocks of a special event without the express permission of the organizers of said event. Each outdoor vendor shall obtain a permit from the special event permit holder and shall produce said permit upon request by the special event permit holder or any law enforcement official enforcing this chapter.
