For the purpose of this chapter, the following definitions shall apply unless the context indicates or clearly requires a different meaning.
“OUTDOOR VENDOR.” Any person, either principal or agent, who, in any public street or public place, on foot of from an animal or vehicle standing in the street, sells or barters, offers for sale or barter or carries or exposes for sale or barter any goods, wares or merchandise during and at any special event. The term OUTDOOR VENDOR shall not include any non-profit organization.
“PARADE.” Any parade, march, ceremony, show, exhibition, race, pageant, or procession of any kind, or any similar display, consisting of persons, animals, or vehicles.
“SPECIAL EVENT.” Any public outdoor event, spectacle or show staged or intended to take place partly or entirely within corporate limits of the city and which is intended to take place entirely or partly upon city property, a city sidewalk, a city street or right-of-way and which is intended to draw participants, spectators or the general public.
“SPECIAL EVENT POLICY” or “POLICY.” The written policy adopted by the city, as amended from time to time, regarding special events.
