Each owner of the structure and/or each owner of the property upon which the offending structure is or was located at the time the Condemnation Notice was served as provided herein, shall be personally, jointly and or severally, liable for the amount of any lien, including all interest, and the City of Grayson may bring a civil action against each owner of the structure and/or each owner of the property upon which the offending structure is or was located at the time the Condemnation Notice was served to enforce the lien and to recover all costs and expenses incurred as provided herein.
