§ 71.056   LIEN
   All costs or expenses incurred by the City of Grayson in connection with, the demolition and/or removal of an offending structure, including related clean-up costs or expenses, shall impose a lien against the real property upon which the offending structure is or was located at the time the Condemnation Notice was served as provided herein. All costs or expenses incurred by the City of Grayson to correct, repair and/or remedy deficiencies, problems, conditions and/or reason(s) for the Condemnation Notice, including related clean-up costs or expenses shall impose a lien against the real property upon which the offending structure is or was located at the time the Condemnation Notice was served as provided herein. The lien shall be superior to and have priority over all other liens on the property, except state, county, school board, and city taxes pursuant to KRS 82.720. This lien shall be evidenced by a notice of lien claimed, filed in the Carter County Clerk's Office, which notice shall include the affidavit of the City Code Enforcement Officer and/or City Fire Chief and may be filed ten days (10) after the deadline for the filing of a petition for appeal and hearing, if no petition for appeal is filed as provided herein. If a petition for appeal is filed as provided herein, the city may file a notice of lien ten (10) days after any final decision of the Board of Zoning Adjustments and Appeals favorable to the City of Grayson.
