(A) The city determines that an economic hardship exists within the city and the sale of alcoholic beverages by the drink could aid economic growth and the city hereby enacts this comprehensive, regulatory ordinance covering the licensing and operation of hotels, motels, inns and restaurants with respect to the sale of alcoholic beverages by the drink for consumption on the premises.
(B) The city may from time-to-time establish other reasonable administrative regulations as may be necessary for the enforcement or administration of this chapter.
