No person, firm, or corporation shall operate or permit to be operated or use for gain any coin operated amusement and vending machine unless and until a city license is secured for the same. The license required herein shall be procured by the owner of the coin machine provided, however, any operator, lessee, or other person or their agents or receivers shall be jointly and severally liable with the owner for procuring the license.
