No license to operate a flea market shall be issued unless and until the owner or operator provides assurance, and such proof as may be required by the City Clerk, that the premises on which the flea market is to be conducted contains both an entrance and separate exit to a public street of the city and that sufficient parking spaces for sellers and buyers exist.
