§ 41.300   DEFINITIONS
   For purposes of this section, a “STREET” shall be any street, road, alley or other passage of vehicle travel within the city limits, owned by or conveyed to the city and thus subsequently owned, for public use and suitable for the installation of speed control bumps.
   (A)   Speed bumps may be permitted in residential zones only.
   (B)   Speed bumps shall not be permitted on unimproved gravel streets.
   (C)   Speed bump intervals shall be no less than two hundred (200) feet apart.
   (D)   Speed bumps shall not be permitted on streets with a posted speed limit of greater than twenty (20) mph;
   (E)   Speed bump construction shall:
      (1)   Be composed of highway asphalt;
      (2)   Not exceed a height of four (4) inches above street surface grade;
      (3)   Extend the full width of the paved surface of the street;
      (4)   Be between eighteen (18) inches and twenty-four (24) inches front to back;
      (5)   Have a gradual rise, front to center in both directions;
      (6)   Be painted with yellow paint and maintained, weather permitting so it is distinguishable to approaching traffic under normal conditions within one hundred fifty (150) feet;
   (F)   The installation, alteration or removal of speed bumps may be accomplished only with the approval of the City Council.
   (G)   Persons or neighborhood committees, associations or residents, wishing to have speed bumps installed or removed from a city street shall petition the City Council with the names, addresses and signatures of at least fifty-one percent (51%) of the affected adult residents in said area which:
      (1)   Reside on the street in question; or
      (2)   Reside on an intersecting street without another means of access to their residence; or
      (3)   Depend upon the street for access to their driveway or residence street parking in the absence of a driveway; and
      (4)   Have no other route available to reach their residence, without reasonable inconvenience; and
      (5)   Reside within the city limits.
   (H)   Signs indicating "SPEED BUMPS AHEAD" shall be eighteen (18) inches by twenty-four (24) inches in yellow with black lettering, and posted warning motorists of speed bump presence must be placed prior to the installed speed bump by at least fifty (50) feet. Through streets shall require the presence of a sign prior to the first bump in each direction. Dead end streets shall require one (1) sign for in-bound traffic only.
   (I)   The cost and accomplishment of installation, removal, maintenance and signage associated with the speed bumps shall, upon the occurrence of all of the foregoing, and once originally approved by the City Council of the city, shall be the responsibility of the city and shall remain the responsibility of the city until removed.
