§ 41.001   USE OF CITY PROPERTY FOR CITY-OWNED UTILITIES
   All real property, rights-of-ways, and easements owned by the city which are suitable for use by any of the city-owned and operated utilities may be used by the utility and/or utilities so long as the use does not interfere with any other use being made of the property or rights-of-way.
