Any vehicle impounded that is deemed to be an abandoned vehicle as provided for in KRS 189.751, upon determination by the City Council that said vehicle is unfit for future use, the city may then dispose of said vehicle immediately in a manner as it deems appropriate notwithstanding any other provision of this division.
