(A) The city does hereby establish a storage lot for towed vehicles located at the sewer plant property. This storage lot shall be the location at which the police department will cause all impounded vehicles to be towed as provided for herein.
(B) The storage lot hereby created shall be fenced with locked gates to provide security for the impounded vehicles and to prevent theft, with the maintenance of regular business hours for the lot maintained by the city. The lot should be sufficiently lighted to distinguish each vehicle stored thereon.
