§ 34.002   METHODS OF PROCUREMENT
   Procurements shall be made by one of the following methods:
   (A)   Small purchase procedures;
   (B)   Competitive sealed bids;
   (C)   Competitive negotiation; or
   (D)   Noncompetitive negotiation.
