Any person or entity having paid a deposit on or after the adoption date of this section, and who remains in good standing with the Utility Commission on all monthly bills, by having no late payment for twenty-four (24) consecutive months and being otherwise current in all obligations, will receive a refund of that deposit at the expiration of said twenty-four (24) month period. Said refund will be paid automatically either by credit to the account or issuance of check at option of Grayson Utility Commission and will be done without accumulated interest.
