(A) All occupants or persons sixty-five (65) years of age and over as well as all occupants and persons provably disabled and in possession, charge, or control of places and premises in the city which use the city garbage collection system shall be given a discount rate of eight dollars ($8.00) per month as a fee for collection of their garbage and refuse, until and unless otherwise set by resolution of the City Council.
(B) Proof of disability must be established monthly by persons or occupants requesting the discount to receive it for that month, and final determination of qualification shall be made exclusively by the City Council, or if so designated by the City, the City Utility Commission.
