Each garbage collection system user in the city shall, by implication, be deemed to have given the garbage collector the right to enter onto and to have access to the user's property in order to collect the garbage or refuse. The garbage collector contractor may designate to each user a point for pickup of the user's garbage or refuse insofar as the designated point for pickup is located at a convenient point on the curb or alleyway adjoining the property of the user.
