§ 30.321   DEFINITIONS
   For the purpose of this division, the following definitions shall apply unless the context indicates or clearly requires a different meaning.
   “COMMERCIAL USER.” All retail stores, restaurants, office buildings, laundries, and other private business and service establishments.
   “DEBT SERVICE.” Charges levied on users of the water treatment works to support the annual debt service obligations of the water treatment works.
   “INDUSTRIAL USER.” All enterprises engaged in the manufacture of products for wholesale or retail sales that use extensive amounts of water for purposes other than human consumption or the removal of personal human waste.
   “INSTITUTIONAL USER.” Social, charitable, religious, and educational activities such as schools, churches, hospitals, nursing homes, penal institutions and similar institutional users.
   “GOVERNMENTAL USER.” shall include Legislative, judicial, administrative, and regulatory activities of Federal, State and Local governments.
   “MAY.” Is permissive.
   “OPERATION AND MAINTENANCE.” Those functions that result in expenditures during the useful life of the water treatment works for materials, labor, utilities and other items which are necessary for managing and for which such works were designed and constructed. The term “OPERATION AND MAINTENANCE” includes replacement as defined below.
   “REPLACEMENT.” Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the water treatment works to maintain the capacity and performance for which such works were designed and constructed.
   “RESIDENTIAL USER.” Any purchaser to the city's PWS whose lot, parcel or real estate, or building is used for domestic dwelling purposes only.
   “SHALL.” Is mandatory.
   “USEFUL LIFE.” The estimated period during which a water treatment works will be operated.
   “WATER LOSSES.” The amount of water that is unaccounted for based on the difference between the water produced and the water billed.
   “WATER METER.” A water volume measuring and recording device, furnished and/or installed by a user and approved by the City Utilities Manager.
   “WATER TREATMENT WORKS.” Any devices, systems, or parcels of lands that are integral for the treatment, storage, or distribution of potable water.
   “WATER USER CHARGE.” The total water service charge which is levied in a proportional and adequate manner for the cost of operation, maintenance, replacement and debt service expenses of the PWS.
