(A) It shall be unlawful to discharge without a permit to any natural outlet within the city, or in any area under the jurisdiction of the city, or to the POTW any wastewater, except as authorized by the Superintendent in accordance with the provisions of this article.
(B) Any agency and/or industry outside the jurisdiction of the city that desire to contribute wastewater to the POTW must first sign, through an authorized representative, an interjurisdictional agreement, whereby the agency and/or industry agrees to be regulated by all provisions of this article and state and federal regulations. A wastewater contribution permit may then be issued by the Superintendent in accordance with the provisions of § 30.081.
