(A) A complaint alleging discrimination against the city, subgrantee, or contracting agency may be filed as an internal or as an external complaint, i.e., the complaint may be filed with the Mayor.
(B) Complaints must be filed in writing. The form can be filled out by the complainant or by his representative. A copy must be sent to the Mayor. He may write, or have written, a letter stating the circumstances of the complaint.
(C) A complainant shall have thirty (30) days to file a complaint after the alleged discrimination occurred. If a complainant wishes to appeal a finding on the proposed remedial action by the agency, he should file an appeal to the City Council within thirty (30) calendar days following receipt of the finding.
