(A) The city reaffirms its policies to afford all individuals the opportunity to participate in federally financially assisted programs and adopts the following provision:
"No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."
(B) The overall responsibility for complying with the provisions of Title VI is vested in the Mayor, who is responsible for the administration of the city and its organizational units, contracting agencies, and subgrantees of federal programs administered within the city.
