(A) All procurements made by the city involving the expenditure of funds will be made in accordance with the following procurement standards in this article.
(B) Procurement transactions, regardless of method or dollar value, will maximize open and free and competition. The city shall not engage in procurement practices which are considered restrictive in trade.
