§ 22.508   CEMETERY BOARD
   (A)   The City of Grayson does hereby create and establish a Cemetery Board.
   (B)   The Cemetery Board shall promulgate rules and regulations regarding the administration, control, operation and maintenance of the Old Grayson Cemetery with a goal toward maintaining and enhancing its aesthetic beauty and historical significance as well as satisfaction of the legal responsibilities set out in KRS 381.697, including but not limited to, keeping the cemetery grounds free of excessive growth of weeds, free from accumulated debris, displaced tombstones, or signs of vandalism or gross neglect, and protection from desecration or destruction as stipulated in KRS 525.115(1)(a), (b), or (c), or from being used for dumping grounds, building sites, or any other use which may result in the cemetery being damaged or destroyed.
   (C)   The Cemetery Board shall consist of seven members (“Board Members”) appointed by the Mayor. Four Board Members shall be residents of the City of Grayson, Kentucky. Three Board Members shall be residents, at-large, within Carter County, Kentucky. The initial seven Board Members shall consist of three Board Members appointed to serve a term that shall expire on December 31, 2015; two Board Members appointed to serve a term that shall expire on December 31, 2014, and two Board Members appointed to serve a term that shall expire on December 31, 2013. Their successors in all cases, shall be appointed for a term of three years, and all appointments to fill vacancies shall be for the unexpired term.
   (D)   The Cemetery Board shall meet no less than every six months and all meetings shall be conducted at the City Hall Building. Approximately one week prior to each meeting of the Board, each Board Member shall visit the Old Grayson Cemetery and make a general inspection of the same. Each meeting of the Cemetery Board shall be open to the general public with at least 24 hours advance written public notice of the meeting advertised in a local newspaper and posted on the City Hall bulletin board located inside the City Hall Building.
   (E)   The Cemetery Board shall appoint a chairman and a president, secretary, treasurer and such other officers as it shall deem necessary.
   (F)   The Cemetery Board shall have authority to establish such rules and regulations governing its organization and procedure as it shall deem necessary.
   (G)   With prior approval by resolution of the City of Grayson, the Cemetery Board may apply for state and/or federal grants to fund the objectives described herein, and the City of Grayson shall serve as administrator of any such grant.
   (H)   The Cemetery Board shall submit a proposed budget including the amount of available funds and proposed expenditures, to the City of Grayson no later than April 30th of each year.
   (I)   The Cemetery Board and its Officers shall receive no compensation for their services as such, but may be reimbursed for necessary expenses incurred in the performance of their duties.
