§ 22.507   DEPARTMENT OF EMERGENCY MANAGEMENT
   (A)   The city hereby establishes the Department of Emergency Management (EM) within the department of city government as an agency of the city.
   (B)   The Department shall be headed by a “director” appointed by the Mayor, in accordance with KRS Chapter 39B.
   (C)   Upon appointment, the Director will agree to complete all available training, to be in compliance and operate within the applicable provisions of KRS Chapter 39A - F inclusive.
   (D)   The Director shall operate within the cooperative means with the Carter County Emergency Management Organization and shall assist as necessary when instance or situations of public safety involve both the city and county jurisdictions.
   (E)   The Department may operate within inter-, local- and multi-jurisdictional agreements as approved from time to time by the City Council.
   (F)   The Department may operate with a voluntary staff of personnel appointed at the discretion of the Mayor and subject to removal by the Mayor as any other appointive position.
   (G)   The Department and its Director shall be responsible for the disaster preparedness and mitigation of disasters or threats to the safety of the general public and other related duties as may be assigned from time to time by the Mayor.
   (H)   The Director shall provide for monthly reports to the City Council as the operations and activities of the EM Department.
   (I)   Maintenance of records and documentations in compliance with the provisions of KRS Chapters 39A-E shall be the responsibility of, and at the direction of, the Mayor.
   (J)   The Director of Emergency Management may, at the direction of the Mayor, represent the city and be the liaison between the City of Grayson, Kentucky Homeland Security and Federal Homeland Security offices in matters pertaining to emergency management.
   (K)   By the enactment of this section and the creation of a city plan, the city shall establish its own emergency management agency, which shall supersede the Carter County emergency management plan.
