§ 22.501   OFFICE DEPARTMENT
   (A)   There is hereby created as a department of the city governmental organization the Office Department.
   (B)   The Office Department shall have as its duty to receive and handle the ordinary day-to-day business matters that transpire at the city building. The Office Department personnel shall be in the number and compensated at the rate as from time to time is established by the personnel policy.
      (1)   Presently, the Office Department shall include the utility billing clerk, assistant utility billing clerk, and counter clerks.
      (2)   The Office Department shall serve in coordination with the City Clerk and City Treasurer, and these officers shall for administration purposes, be deemed under the Office Manager to the extent they perform duties not directly pertaining to their offices.
      (3)   The Office Department shall be responsible for all accounting and recordkeeping for the city and shall be responsible for all funds received, including the day-to-day financial functions of the city, to the extent that the accounting, recordkeeping, and financial functions are not the direct responsibility of the City Clerk and City Treasurer. In such cases, the Office Department personnel shall assist these officers with such duties as they may request, and as the Office Department Manager may direct.
   (C)   The Office Department shall be headed by an Office Department Manager, a non-elected position.
      (1)   No oath of office and no bond shall be required of the Office Department Manager.
      (2)   The Office Department Manager shall be responsible for overseeing the normal daily work performed in the city office, and shall be the supervisor and manager of the office personnel.
      (3)   The Office Department Manager shall also have all the duties assigned to city department heads in general.
      (4)   The Office Department Manager shall report and be directly responsible to the Mayor.
      (5)   The Office Department Manager shall be compensated as is from time to time established by the personnel policy and budget ordinance.
