§ 22.257   LIMITATIONS
   (A)   The Park Board shall not commit or expend funds in excess of five thousand dollars ($5,000.00) without express prior approval of the City Council.
   (B)   The Park Board may reprimand or suspend an employee, with or without pay, for a period not to exceed three (3) days for failure to do work required, for deficiencies in work, for failure to treat the public or co-workers in a respectful and courteous manner, and for any action indicating lack of integrity or lack of honesty. Any employee may appeal from a suspension to the City Council, within thirty (30) days thereof, but the appeal shall not delay the start of the period of suspension. If the City Council decides the suspension was unjustified, the employee shall be paid for the suspension. An employee may be dismissed by the Park Board for any of the above-named reasons only with the approval of the City Council.
   (C)   The Park Board shall not expend sums on an annual basis in excess of budgeted amounts.
   (D)   The Park Board shall not enter into contracts with engineers, auditors, consultants, surveyors, contractors, bonding companies, or legal counsel without express prior approval of the City Council, unless the total amount obligated or potentially obligated under the contracts is less than five thousand dollars ($5,000.00).
   (E)   Neither the Park Board nor its employees shall control the scheduling of uses and events conducted on the softball field located on the city property located on U.S. 60 East, so long as the agreement between the city and the Grayson Jaycees, Inc. is in force and effect, but the Board or its employees may schedule such usage as provided for in the agreement, and may enforce generally applicable rules and regulations as to park usage as to the events scheduled on the field by the Grayson Jaycees, Inc.
