(A) The Board shall have the care, management, and control of all city owned or hereafter acquired parks and playgrounds within or without the city limits, shall develop plans to lay out and improve them with walks, drives, roads and trees, provide appliances and equipment for playgrounds, and provide for the proper lighting of the parks and playgrounds.
(B) The Board shall advertise, interview, and recommend to the City Council the employment of such employees as are necessary to properly manage the operation of the parks and playgrounds, including the swimming pool.
(C) The Board shall meet at least once monthly and may meet in special meetings upon call of the president or upon written request of any three (3) members of the Board.
(D) The Board shall prepare an annual budget and financial statement which shall be presented to the City Council in April of each year. The Board shall prepare and present to the City Council a monthly report as to finances and activities. The Board shall, by and through its president or other designate, report at the request of the City Council or other Commissioner in charge of the City Parks Department, and at least on a monthly basis, all actions of the Park Board and the City Parks Department and of any proposed plans for the Department requiring Council action.
(E) The Board shall work in close coordination with the Grayson Recreation Organization, Little League, Grayson Jaycees, Inc., school system, P.T.A.’s, Grayson Area Public Recreation Committee, Inc., Grayson Area Chamber of Commerce, Inc., County Fair Board, Grayson Planning Commission, and any other association, organization, or corporation interested in recreation, exercise, social, or sports events which may be suitable for use and occupancy of the city’s parks and playgrounds.
(F) The Board shall be responsible for scheduling events and uses of the parks and playgrounds so as to insure no conflicting or incompatible uses take place on the same dates.
(G) The Board shall develop rules and regulations as to the use of the parks and playgrounds including hours of operation, charges for usage, and prohibited uses as to alcohol, firearms, animals, motor vehicles, parking, concessionaires, and such other reasonable and necessary limitations or prohibitions as to usage of the parks or playgrounds.
(H) The Board shall, by and through its president or other designee, report at the request of the Mayor, and at least on a monthly basis, all actions of the Park Board and the City Parks Department of any proposed plans for the Department requiring Council action.
