The City Attorney shall have the following powers, duties and responsibilities:
(A) Advise the officers and employees of the city as to their respective powers, duties, rights and responsibilities to discharge their office or employment in compliance with federal, state and municipal law, city ordinances and City Council actions.
(B) Represent the city in matters requiring legal representation in conduct of negotiations or litigation and shall draft and prepare ordinances, and other documents at the request of the Mayor or City Council.
