The Police Department shall be headed by the Police Chief whose duties and responsibilities are as follows:
(A) The general supervision of the Police Department under the direction of the Chief of Police which shall include the power to give specific orders to the police force as to the conduct of its activities.
(B) Ensuring that the Police Department vehicles, uniforms and weapons and other equipment are in proper operating order.
(C) Reporting at the request of the Mayor or other Commissioner in charge of the Police Department and at least on a monthly basis, the actions of the Police Department and of any proposed plans for the Department requiring Council action.
(D) Scheduling work shifts of the police so as to minimize overtime and so as to minimize working some police overly long at risk of losing their effectiveness through becoming overly tired.
(E) Cooperating with the county, state, federal, and other city law enforcement officers in combating crime and traffic dangers.
