(A) The City Accountant shall serve in coordination and cooperation with the City Clerk and City Treasurer and his duties shall include, but not be limited to the following:
(1) Preparation and analysis of financial statements;
(2) Maintenance of a general ledger and all subsidiary ledgers, including accounts payable, accounts receivable, and payroll;
(3) Preparation of budget reports and other miscellaneous reports that may be needed by the Mayor and City Council;
(4) Quality control and compliance monitoring duties including aiding in segregation of duties, bond compliance and grant compliance; and
(5) Any other financial duties deemed necessary by the Mayor or City Council.
(B) The City Accountant shall have authority over all city clerical and financial personnel to direct and delegate duties and responsibilities, including, but not limited to, work that may in any way related to the finances of the city. To the extent that this authority is concurrent or otherwise conflicts with the powers of other heads of departments, the City Accountant's authority to direct and delegate shall supersede the power of other departmental officers.
(C) Nothing contained in this section shall be deemed to relieve the City Accountant or other officers of the city from performing all duties required of them under other applicable laws. The duties imposed by this section shall be deemed separate and additional requirements to that of state and city law.
