(A) Each person, firm or organization that places recyclable materials with his or her disposable garbage and trash to be carried away by the contract garbage collector employed by the city thereby transfers ownership of all such recyclable material to the city.
(B) It shall be unlawful for any person, firm or organization, other than the contract garbage carrier employed by the city to collect and dispose of garbage and recyclable materials, to remove recyclable materials and bins from the collection area of any resident, firm or organization within the city.
