§ 154.02 LETTERS OF COMPLIANCE.
   (A)   The owner or developer of any property with proposed parking shall apply to the city for a letter of compliance with this section prior to the construction or use of any parking area.
   (B)   The application shall be accompanied with a detailed plan showing the proposed parking area, screening, berming, landscaping and lighting.
