Wherever authorization or approval of the City Council shall be required, the City Council shall have discretion as to whether or not to issue a permit. In such a case, no permit shall be issued unless the City Council shall find that denial of the permit would deprive the applicant of reasonable use of the land, the sign will preserve and not harm the public safety and welfare and will not alter the essential character of the neighborhood. Any person affected by the denial or order of the Code of Enforcement Officer may appeal the decision to City Council. The appeal must be submitted, to the Council, in writing, within 60 days of the Code Enforcement Officer’s denial or order of a sign permit.
