§ 31.05 CODE ENFORCEMENT OFFICER.
   (A)   Appointment. The Village Manager is hereby authorized to hire or appoint any person/contractor to the office of Municipal Code Enforcement Officer for such term as may be designated in the employment agreement/contract and for such compensation as appropriated by the Council. The Manager may further remove any person/contractor from such office in accordance with § 31.03(E)(3)(a) of this code.
   (B)   Authority. The Municipal Code Enforcement Officer is hereby authorized to enforce this code and all ordinances of the village, whether heretofore or hereafter enacted, and whether such ordinances specifically designate a different enforcing official or do not designate any particular enforcing officer. Where a particular officer is so designated in any ordinance, that officer’s authority shall continue in full force and effect and shall not be diminished or impaired by the terms of this section, and the authority of the Municipal Code Enforcement Officer shall be in addition and supplementary to the authority granted to such other specific officer. The Municipal Code Enforcement Officer shall, in the performance of the Officer’s duties, be subordinate and responsible to the Village Manager.
   (C)   Availability of other enforcement options. Nothing in this section shall be deemed to require the village to initiate its municipal civil infraction ordinance enforcement activity through the issuance of an ordinance violation notice. As to each ordinance violation designated as a municipal civil infraction, the village may, at its sole discretion, proceed directly with the issuance of a municipal civil infraction citation or take such other enforcement action as is authorized by law.
